ISSUE
After updating to Version 2512 (Build 19530.20138), any Quick Steps in classic Outlook that contain actions that can’t be fulfilled become grayed out.
This is known to happen with Quick Steps with Flags and Categories actions such as “Clear flags on message” or “Clear categories”.
For example, a Quick Step that moves a message to a folder and clears categories will be grayed out in messages where there are no categories applied.

The Outlook Team addressed this issue with a change from the service on May 8th, 2026. To pick up the change restart Outlook. If you reverted Outlook to work around the issue, make sure to re-enable updates by selecting File, Office Account, Update Options, Enable Updates.
WORKAROUND
The preferred work around for this issue is to assign a keyboard shortcut to any impacted Quick Steps and execute them with the shortcut. The shortcut will work even if the Quick Step is grayed out in the user interface.
Users can define a keyboard shortcut by editing any of their existing Quick Steps through Manage Quick Steps > select your Quick Step > Edit.
Select an option from the 'Shortcut key:' dropdown:
You can also roll back Microsoft 365 Apps to Version 2511 or use Outlook Web Access (OWA) or new Outlook.

Open a Command Prompt in Administrator context.
-
Type or paste the command into the Command Prompt window and press Enter:"%programfiles%\Common Files\Microsoft Shared\ClickToRun\officec2rclient.exe" /update user updatetoversion=16.0.19426.20218
